The Collapse of the 28-Article Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis sparked by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been stabilised. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The sequence of contrasting events captured the grim essence of the current period. By day, diplomatic battles are fought: positive announcements are released from multiple capitals. Considerable effort is expended on managing particular approaches. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the key method for achieving "resolution".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is able to track rocket firings from across the border, a ability provided through up-to-date information. From witness perspectives, defense planes that had been scrambled to intercept incoming cruise missiles streaked across the sky – sophisticated military planes provided to Ukraine by NATO members.

Soon thereafter, Kyiv's missile defense activated: several firings deployed against a hostile projectile. This was a modern interception technology at work, probably provided by partner states. Every firing jolts you unexpectedly, shaking the windows. The instant of fear quickly becomes resigned acknowledgment: perhaps the incoming missile won't hit its mark this time, protecting urban areas from catastrophe and additional electricity failures.

Continuous Dangers

Not long after, a large-caliber weapon fired at a drone somewhere nearby, part of a mobile-fire group – most likely Western-made equipment. Regrettably, the shots failed to hit the hostile drone – it pressed on overhead toward its objective.

Periodically, this continued until dawn. Kyiv greeted the early updates: seven people killed, destruction and utility failures in numerous residences as a result of the night's assault. As typically, everyone still went about their day – enduring hostilities. But those entire period illustrated Ukraine's essential dependence on external assistance – a reliance that European nations are demonstrably unable to substitute in the near term.

Failed Diplomacy

The comprehensive proposal from Washington generated strong feelings, discussion and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.

Every new proposal from American administration unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually achieve victory. This trend will, undoubtedly, continue.

Strategic Calculations

It is easy to blame specific actors of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. Washington works based on a premise well known to experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The White House presumes that it is impossible to pressure the Kremlin to abandon the territory that it already controls in Ukraine's south or east.

The challenge is that while accepting these circumstances, American administration does nothing to deter Moscow, through statements or actions, from assuming that the situation will not change more in its advantage in the months ahead.

Divergent Views

Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its allies are coming close to fatigue. Their motivation to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing civilians and areas but preventing a total frontline collapse until situations evolve in its benefit.

Present Conditions

Realistically, there are no actual prerequisites for a truce. Now, personal considerations are becoming relevant: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unworkable, so that their priority does not shift toward homefront challenges. And although their mission will now be considerably more difficult after recent developments, it remains very improbable that this will change their overall approach.

These two forces are influencing discussions.

Conclusion and Outlook

It took a just a single week to terminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, latest revelations, all did their job.

While new initiatives based on old ideas are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and show certain reluctance to alter the situation, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, mainly require sustained allied backing.
